Staff (speaker 3) said the review would cost $2,500 and that the board does not have budget to cover the review; planning staff and multiple board members stated the applicant must add the funds to escrow for the review to proceed. "You have to add $2,500 to your escrow account to pay for it," staff told the applicant, and the board said the project will be placed on hold if the applicant does not comply.
A board member agreed to email the applicant to request the escrow top-up and to outline required documents from the board's engineering reviewer. If the applicant will not fund the review, the item will remain on hold.
