Public Works staff told the council that BNSF plans to upgrade the railroad crossing at Clementa and has indicated the City of Montrose is responsible for approximately half the cost — Public Works estimated “roughly $48,000.” Staff said the work is not yet scheduled but when it occurs it is likely to close the road for about three days and that the city must provide traffic control and secure an asphalt contractor to complete the paving after the railroad’s work.
City staff said engineers recommend proceeding so the railroad work is not delayed until the city’s own Clementa reconstruction project; councilmembers expressed frustration at the short notice and emphasized the need for earlier communication. "We were told that they would a decision should be made around April, that they would have a start date," a staff member said, and warned that if the city cannot coordinate an asphalt contractor the road closure could last longer than three days.
