LAFCo executive officer outlines governance models; Board requests five‑year budget projection and onboarding materials

Jason Fried, Executive Officer for Marin Local Agency Formation Commission (LAFCo), gave a high-level presentation on different special-district governance models and the role LAFCo plays in reviewing and advising on district structure. Board members questioned next steps, Sleepy Hollow’s pre-Prop 13 special-district status, how seats on a board may be filled, and the pros and cons of becoming a taxing entity. Directors also acknowledged recent operational changes including a three-person engine, the closure of Station 18 and lengthy facilities upgrades.
President Burdo closed the discussion with specific Board requests and cautions, noting “1) Understand that regardless of the model, costs will continue to rise 2) Depending on the action item, the Board may need a unanimous vote to proceed 3) There is a request for a budget report with a five year projection which will be included in the January 2026 RVFD Board meeting and 4) There is a request for a RVFD Board Handbook which will be included in the January 2026 RVFD Board Meeting, along with a proposal to create an Onboarding Subcommittee.” Staff will prepare the requested materials for the January 2026 meeting packet for Board review.
