Finance Director Jeff Suba presented the board with a 20-year history of member-agency contributions and the midyear line-item changes staff recommended for fiscal year 2025–26. Suba said the department is recommending recognizing workers’ compensation reimbursements of $49,500 and Cal OES reimbursements for out‑of‑county overtime of $114,000, and increasing the corresponding expense line for out‑of‑county overtime by $89,327. The net effect is a roughly $74,000 increase to the fund balance, bringing the estimated ending fund balance to about $4.3 million.
Suba walked directors through drivers of year‑over‑year changes — station closures, restructuring from a contracted chief to a stand‑alone chief, addition of three people per engine, labor agreements and CalPERS unfunded liability and retiree-health liabilities. He described a preliminary five‑year forecast that incorporates the third amendment and noted the Town of Ross’s contribution is projected to decline by about $378,000 under preliminary assumptions.
After discussion and questions about reserve policy, vehicle-replacement timing and wage escalators tied to recent MOUs, the board moved to approve Resolution 2601 to align the 2025–26 operating budget with updated revenue and expenditure projections. The motion carried on voice vote.
