Ross Valley joins JPA partners in forming consolidation committee with LAFCO and appoints representative

The board authorized Resolution No. 26-1681 to establish a consolidation committee, in coordination with Marin LAFCO, to examine options for consolidating governance among Central Marin sanitary agencies. Steve walked through prior consolidation analyses and said LAFCO would serve as an objective third party to help select a consultant and structure the analysis. The proposed committee will include one representative from each JPA member agency and will be authorized to meet under the Brown Act with technical support from each agency.
Directors discussed membership (board-level representatives preferred over staff), cost-sharing for any consultant work using a 40/40/20 split suggested in the packet, and the need for a shared, neutral effort. The motion passed with the board appointing Andrew (their CMSA designee) to the committee; other JPA members have taken similar action.
