The board authorized the general manager to engage Marin Local Agency Formation Commission (LAFCO) and Marin County Department of Public Works to pursue annexation of the San Quentin Village Sewer Maintenance District after staff said the district and LAFCO had discussed several options. Steve summarized prior work and recommended restarting an annexation process that could include the village and potentially the prison-sphere area; board members discussed long-standing concerns about the San Quentin Village system's rates and reserves and a pump station located adjacent to the bay.
Jason Fried, LAFCO's executive officer, joined remotely and said he would work with staff and the county on outreach and pre-application questions. Fried said the outreach model used for Murray Park would be applied to San Quentin Village and that a phased community engagement process would follow once specific questions were answered. The board unanimously approved authorizing staff to engage LAFCO and the county.
