The board voted to repeal Ordinance No. 75 and adopt Ordinance No. 76, expanding the district's lateral-replacement loan eligibility and increasing the maximum loan amount to $60,000. Steve and staff explained the rationale: lateral replacement costs have risen with inflation and construction complexity, and increasing the loan cap reduces the number of exceptions staff must bring to the board. Staff reported the district currently has about $1,000,000 in outstanding loans that are repaid via property-tax assessments.
Steve emphasized that the loan program is repaid through property tax bills and is designed to encourage private-property investment that benefits the public collection system. The board also approved raising the lateral grant from $1,500 to $3,000 to better incentivize homeowners to replace upper laterals when capital projects provide the opportunity. A motion to repeal Ordinance 75 and adopt Ordinance 76 passed unanimously.
