Board authorizes $99,752 contract for mainline root foaming after successful pilot

Staff presented results of a one-year pilot of root-foaming service that covered roughly 22,000 feet of pipeline; follow-up CCTV showed repeated effectiveness in many areas and operational advantages where staff vehicles and equipment face access constraints. Operations and O&M managers explained that root foaming can reduce the need for frequent hydro-jetting, lessen wear on older clay pipes, and free staff to focus on other system priorities.
Paul Brummer, O&M manager, said the district vetted the pilot with follow-up camera inspections at six months and one year, concluded the method was effective in many of the trial areas, and recommended continuing and expanding the program. The board authorized payment to Duke's Root Control in the amount of $99,752.32 for the mainline root-foaming work while noting certification and CMSA dosing-acceptance procedures are required to protect the treatment process. "We did a follow-up, and we determined that it was working well," Paul said, summarizing the pilot findings.
