A public-works staffer said, "When you're part of Midwarr and you're called upon, it ain't a choice," describing mandatory mutual-aid responses for storms and emergencies.
Separately, staff proposed converting the printed fall newsletter to a digital format with a January 1 transition to all-digital distribution; staff said printed copies would still be available for the fall distribution and the city would publicize the change on utility bills to ease the transition. Council supported proceeding with a phased approach and directed staff to coordinate outreach and attorney review for agreements where needed.
