Ross Valley directors oppose CMSA charge-allocation method that could increase district bill by about $400,000

Ross Valley Sanitary District board members heard a report on the April 14 Central Marin Sanitation Agency meeting in which CMSA adopted a new method for allocating regional charges over the objection of Ross Valley’s representatives. Andy Poster, who represented RVSD at CMSA, said he and another agency member voted no on the proposal and raised concerns about the underlying methodology and the accuracy of the cost allocations.
Poster said CMSA presented tables projecting costs under different allocation methods and that the board had not agreed on the most accurate way to measure strength and flow. “It looks to cost the Ross Valley Sanitary District about $400,000,” Poster told the Ross Valley board, and he said he and a colleague voted no because they believed the method and the sampling estimates were flawed. The CMSA measure passed 3–2. RVSD directors asked CMSA for more detail on the sampling-cost estimates and requested a technical committee of member-agency experts to validate methodologies moving forward.
