Staff said some positions had been left vacant intentionally (for example, the customer-service clerk) and that outsourcing the water operator function had saved payroll. Multiple members emphasized public-safety tradeoffs: reducing standby or cutting patrol hours could increase risk and would be difficult to sell to affected employees.
