Council members described continuing problems with uncontained dogs, abandoned animals and attacks that create safety and nuisance concerns. John H. reported meetings have occurred with animal control, RVIT and county officials but said without tribal agreement to adopt county ordinance, meaningful enforcement is unlikely.
The council left the item on the agenda for September and asked staff to continue outreach to animal-control authorities and tribal leadership to seek a coordinated approach to reduce attacks and abandonment.
