"We've dragged it on and on and on for almost 2 months," the council member said, criticizing the practice of handling multiple items outside regular council agendas. They proposed that department heads attend at least one meeting per month "so they can explain to us...what's really going on," arguing that technical experts should brief council when operational issues are discussed. Staff said they had discussed the matter with the operator (Jay) but that the operator and some department heads were not available that night; staff committed to provide additional documentation and to review procurement policy at the next regular meeting.
