Board OKs $362,233 design task order for Forcemain 33 replacement at Corte Madera Creek

The Ross Valley Sanitary District board authorized task order No. 9 under its master services agreement to hire Newt Engineering for design and engineering services for the Forcemain 33 replacement project, in an amount not to exceed $362,233. Staff described the pipe as a high‑risk asset with flexible rubber joints and about 60 years of service; the work includes a design to cross Corte Madera Creek and evaluate upsizing downstream to reduce flood and operational risk.

Senior engineer Phil Benedetti described the scope and schedule, saying the design would include “replacing about 6,663 linear foot crossing of Corte Madera Creek with Forcemain 33, replacing that 60‑year‑old pipe,” and noted the need to obtain permits from the State Lands Commission and the Bay Conservation and Development Commission. Consultant Mark Wilson and geotechnical subconsultant Delve Underground will analyze trenchless construction methods, including horizontal directional drilling for the vulnerable creek crossing. Staff said construction is being targeted to begin June 2027 and emphasized the need for thorough permitting and technical analysis given sensitive environmental and settlement risks.

The board asked about abandonment options for the existing pipe and potential environmental hazards during installation; the consultant recommended abandoning the old pipe in place with grout and capping rather than aggressive removal through Bay mud. With no public comment, directors moved, seconded and approved the task order.
