A CLEAR CREEK ISD staff member explained the three concrete criteria used to identify students for the Title III Part A immigrant children and youth designation. The presenter said the student is counted in this group if they meet three requirements: "1st, they are between the ages of 3 and 21. 2nd, they were not born in 1 of the 50 states, Washington, DC, or Puerto Rico. ... And 3rd, the student has not attended school in The United States for more than 3 full school years."
The presenter emphasized that the label is strictly for school funding and planning and is removed once a student has been in U.S. schools for three years. The guide also made clear that "Schools do not ask about and do not report a family's immigration or citizenship status," framing the designation as administrative and time-limited rather than a status inquiry.
