Barron emphasized the need to be "good neighbors" and made clear paving and adherence to lease/operational conditions are not negotiable.
Council approved the license on a 4-0 vote but the record shows aldermen expect ongoing oversight and resident calls if the business fails to comply with agreed conditions.
