The policy sets specific spending authorities: department directors are authorized to make purchases up to $2,000; the City Clerk and Assistant City Clerk may approve purchases up to $7,500; and the City Administrator may approve purchases up to $15,000. Purchases over $15,000 and fixed equipment not included in the budget must be approved by the City Commission. The resolution also requires a purchase order system for purchases over $500, contract formalization for agreements over $5,000, and specifies bidding and procurement methods (small purchases, competitive sealed bids, RFP/RFQ competitive negotiations, and limited non‑competitive negotiations in specified circumstances).
Resolution No. 26‑02 includes ethics and emergency procurement provisions that require the Administrator to report emergency purchases to the governing body as soon as practicable. The resolution also notes it does not exempt the city from the requirements of K.S.A. 10‑1101 et seq. (Kansas Cash Basis Law).
