Montrose adopts ordinance regulating massage businesses and services

The Montrose City Council approved Ordinance 2025-04 to add a new chapter regulating massage businesses and services, based on a model from Wright County and reviewed by the city attorney.
A council member who brought the motion said the ordinance "protects the city a little bit" and staff confirmed the city attorney reviewed the model language. Council approved the ordinance and an accompanying resolution authorizing summary publication by a unanimous 5-0 vote.
The ordinance will be published as authorized and staff will follow the usual code-update and enforcement procedures.
