Carmel police describe brief Monon task force, urge behavior-focused enforcement

Major Shane Collins described a recent task-force deployment that combined education and enforcement on the Monon Greenway and other high-complaint locations. Officers said task-force stops and voluntary device inspections were effective at reaching non-resident riders and educating owners about device legality.
"We had a task force set up for a couple weeks to where we had 6 or 7 officers out on the Monon, strategic locations, kinda high visibility," Collins said, noting the effort included parks police on bikes and outreach at schools. Officers told the committee that focusing on reckless behavior rather than device identity makes field enforcement feasible, with device-classification checks used later if needed for a serious incident.
