Staff recommended transferring $452,731 in American Rescue Plan Act (ARPA) project funds from a Public Health Emergency Management Facility project to a new Public Health project for mental health facility impact fees, citing a reconciliation of expenditures and the need to encumber funds by Dec. 31. "The mental health facility does qualify as a public health type activity," staff said in presenting the item, and commissioners approved the transfer by voice vote.
Staff explained that certain expenditures originally expected to be captured under the public health facility did not come through and that the mental health facility impact fees should be funded from ARPA public health-eligible activity. The court approved the transfer and noted the administrative steps needed to encumber the funds before the fiscal deadline.
