Comal County accepts standby letters of credit for Johnson Ranch Units 7 and 8

Comal County Commissioners on Feb. 13 accepted two irrevocable standby letters of credit — ISB002697 for Johnson Ranch South Unit 7 and ISB2681 for Unit 8 — as surety for road and drainage improvements and authorized the county judge to sign associated agreements.
County staff told commissioners the roads are constructed in both units but the City of Bulverde has not yet accepted them for maintenance, so the letters of credit are needed to ensure completion and protect the county. "The roads are constructed. City's not ready to hand those over, so we do need this, letter of, surety to make sure everything's completed," Mr. Valbrecht told the court. Commissioners approved both acceptance motions without further amendment.
The approvals put the county in a position to require completion or draw on the surety if outstanding punch‑list items remain when municipal acceptance is unresolved. Staff recommended and the court adopted the contingency‑surety approach for these adjoining projects.
