Comal County amends Kirksey Architecture contract to update equipment and encumber ARPA funds

County staff recommended and the court approved a 2nd amendment to the Kirksey Architecture agreement for the Goodwin Annex (Public Health & Emergency Operations Center) to change refrigerant types and extend construction-phase services by up to eight months on an hourly, not-to-exceed basis to encumber ARPA funds.
County project staff described two changes to the Kirksey Architecture contract for the Goodwin Annex public health and emergency operations project: 1) modify the specified refrigerant type for new air-conditioning units and absorb an associated $7,800 architectural services fee for the redesign; and 2) extend the construction period by eight months and provide construction-phase architectural services on an hourly basis not to exceed $11,673 per month (total not-to-exceed cost over eight months approximately $93,388).
"We're utilizing ARPA funds for this, and there's a deadline to get those things encumbered. So by doing this, we'll have the ARPA funds encumbered..." project staff (Mr. Hornseth) said, explaining the rationale for the contract amendment. The court approved the amendment and authorized the county judge to sign.
Staff said the amendment intends to keep systems in compliance with changing refrigerant regulations and to secure ARPA encumbrance to cover construction-phase services if needed. The presenters noted they may not use the full not-to-exceed amounts but recommended approval to protect budgetary and schedule options.
