Public Works flags buckled road at Summit Drive and disputes over utility surcharge waivers

Dennis Klinedinst reported that new service installed at 411 Summit Drive caused the road to buckle and that leaves hid the buckling, creating a plowing hazard. He asked where leftover funds from the 438 E Lancaster St building were and noted the office ceiling is opening again and needs insulation and caulking.
Klinedinst also questioned why the borough waives street-cut fees for the water authority while the authority does not reciprocate by waiving surcharge fees for the borough's accounts. He said the Water Authority spent $102,000 to install a water line at Vulcan Road and noted a 25% rent increase from the EMA for 2026; Mark Holloway said there appears to be animosity between the entities that will need ironing out.
