Planning Commission approves temporary fireworks sales trailer at FatCats parking lot

The Clinton City Planning Commission on June 4 approved a Conditional Use Permit allowing Dragon Dynamite Fireworks LLC to place a temporary, lockable 27' x 8' sales trailer in the FatCats parking lot at 2062 West 1800 North.

Commissioners voted to approve a five-year permit that includes a condition requiring the applicant to provide updated proof of liability insurance each year. Commissioner Mark Gregersen made the motion to approve and Commissioner Gregory Allen seconded. The roll call listed Commissioners Allen, Jennive Miller, Dave Jones, Mark Gregersen, Trent Williams and Chair Dan Evans as voting in favor.

Applicant Kalia Bowman told the Commission the trailer "would remain within the parking stalls and not extend into traffic aisles" and said the unit would be self-contained, locked overnight and replenished from off-site inventory. Staff recommended the five-year approval but left the permit term to the Commission's discretion; staff also recommended the added annual insurance-verification condition.

The applicant told the Commission she plans to begin setup in the second week of June and to sell consumer fireworks from June 24 through July 25. Staff told commissioners the site can accommodate the trailer while maintaining sufficient parking for employees and customers and that the temporary use would not generate traffic beyond normal commercial activity in the area. No members of the public spoke during the hearing.

The permit includes standard temporary-use provisions and the additional requirement that the applicant submit proof of current liability coverage annually for the duration of the permit.
