Public commenter urges simpler rules, warns against 'HOA' regulation

During public input at the June 4 meeting, Mr. Swallow urged the Planning Commission to pursue a middle-ground approach to regulation rather than stricter controls he said would resemble homeowners association rules. He raised a technical question about whether driveways should be counted as impervious surface and asked the commission to keep the code simple so residents can use their property safely.
"He has mixed feelings regarding the driveway and if it should be figured as part of the impervious surface. He asked the Commission not to make the code too complicated and allow residence to do something with their property that is safe with the neighbors and allow citizens to live the way they want to life," the minutes record. Mr. Swallow reiterated, "he does not want Clinton to turn into an HOA." Commissioners acknowledged the tension between protecting neighborhood character and preserving property-owner flexibility; Chair Evans summarized that the commission seeks to be "good neighbors but also give property owners the ability to do some things with their property."
