Residents urge closer review of Texas Water Company water-availability report; engineer delivers independent analysis

Two Comal County residents raised concerns about the Texas Water Company (TWC) 2022 water-availability report (WAR) and urged the court to seek clarification before TWC submits its 2025 report.
Jonathan Gulick, introduced himself as a Comal County resident and urged the court to ask the Texas Water Company to present to the county engineer and Commissioner Leacotte what changes it has made in the 2025 report compared with 2022. Gulick said he reviewed the 2022 WAR and that "I cannot accept Texas Water Company overestimating water availability by not taking into account drought conditions." He asked to attend a future presentation addressing those changes.
A second resident, Texas-certified professional geoscientist John Heidor, delivered a 55-page investigative report and Monte Carlo forecast models. Heidor said his models "indicate that inclusion of realistic uncertainties results in demand potentially outpacing supply within as little as 10 years." He urged updating county subdivision requirements to include clearer WAR purpose, methodology, vetting and approval processes so gaps are identified and addressed with conservation and supply planning.
Court members did not take formal action on the requests during the meeting but accepted the reports into the record. Heidor said he had met with TWC and that TWC "are aware of deficiencies in the 2022 WAR and say they will consider my proposed changes in methodology to improve the 2025 WAR." The court did not schedule a staff-directed presentation from TWC during the session.
