Separately, applicant Jordan Ilyes requested a waiver for the former Keener Kitchen site to obtain permits quickly for a redevelopment he described as 57 rental apartments with some small business spaces. Council approved a waiver for 560 Boundary Ave with conditions to prevent internal division of ownership. Engineer Jeff Shue advised that a land development plan is normally required when changes affect traffic, stormwater, or parking; he said the project as presented does not appear to trigger those typical thresholds but recommended standard plan documentation and a surety estimate.
