Engineer: Franklin & Country Club storm-sewer cost lower than expected; High Street repairs finished before PennDOT deadline

Jeff Shue, the borough engineer, briefed council on several infrastructure items at the Nov. 3 work session.
On the Franklin & Country Club storm-sewer improvements, Shue said the "existing utilities are lower underground than expected so the cost will be lower since they do not need to go under the utilities," and that the work is expected to be bid in 2026. He also reported the High Street storm-sewer repairs were completed one day ahead of the Pennsylvania Department of Transportation deadline.
Shue said CS Davidson continues to work with public-works staff to update the CSDatum for the 2026 road-bidding cycle; council members (Mr. Klinedinst and Mrs. Greer) asked what is included in CSDatum and Shue responded that standard processes are included. He additionally reviewed new plans submitted by Troy Leiphart and offered recommendations to the planning commission. No contract awards or new bids were approved during this session.
