The amount of the bond should be 125 percent of a cost estimate of the decommissioning prepared by an independent evaluator." Likins also asked for a certification that the county or residents would not bear any increased energy costs and urged clearer treatment of water, sewer and waste disposal in approval criteria.
Courtney and Dennis DeYoung asked for an enforcement plan including penalties and requested that National Forest boundaries be considered when siting facilities; staff noted federal ownership limits how county rules apply on national forest land. No ordinance text was amended during the hearing; staff said these suggestions will inform any future draft changes.
