County staff told the committee that the amendment includes a $334,000 flood resiliency grant, funding for a new director arrangement with Appalachian Center for Hope (contracting/employee arrangement), and nearly $750,000 in CSA (children’s services act) related adjustments to close the fiscal year. The committee discussion also covered efforts to move appropriate costs to Medicaid where allowable to reduce county exposure going forward. "Total, after discussion, Mister Waterman motion to recommend the board approve budget amendment number 6 in the amount of $1,120,029," the committee report said.
Separately, the committee recommended and the board approved a three‑year contract for business tax software at $10,500 annually (presenters said the first year can be absorbed in the current budget). Committee members described the software as a cloud‑managed service that will help identify businesses not properly registered and improve auditing and statutory assessment processes. The board approved the committee recommendations by voice vote.
