Assistant County Administrator—Development Clegg Williams said the change responds to increasing contractor fees and noted solid‑waste fees had not increased in the last two years. Board discussion included whether to amend convenience station hours and ways to ensure convenience‑station use is limited to Smyth County residents.
The resolution was adopted unanimously. The Board instructed staff to proceed with the rate schedule and to monitor convenience station operations as part of implementation.
