The Board of Trustees for the Town of Sperry voted unanimously March 26 to submit an application to the Indian Nations Council of Governments (INCOG) Rural Economic Action Plan (REAP) grant program to replace the Elgin waterline and add three fire hydrants. Mayor Robert Morton moved to open the public hearing and later moved the application motion; the motion to submit and select the Elgin project passed with Trustees David Cassidy, Patrick McCotter, Gary Callahan and Vice Mayor Melody Anderson voting yes.
The board formalized the grant authorization by approving Resolution 2026-03. The minutes record that trustees considered project options presented during the public hearing before selecting the Elgin waterline replacement and an add-on of three hydrants; the meeting adjourned at 6:55 p.m. The REAP grant application and resolution do not bind the town to contract awards or to a procurement method; those procurement decisions would follow state and local purchasing rules if the grant is awarded.
