Sperry appoints Joel Barnaby as municipal judge and Jeff Stephens as prosecutor; judge approved to attend training

After returning from executive session, the Board of Trustees voted March 12 to appoint Joel Barnaby as municipal judge and Jeff Stephens as municipal prosecutor for the Sperry Municipal Court, each at a monthly salary of $350 effective immediately.
The minutes record the motions and votes: "MOTION WAS MADE BY MELODY ANDERSON AND SECOND BY GARY CALLAHAN TO APPOINT JOEL BARNABY AS THE MUNICIPAL JUDGE...SETTING A MONTHLY SALARY OF $350.00 AND EFFECTIVE IMMEDIATELY." A separate motion appointed Jeff Stephens as prosecutor at the same monthly salary. Both motions were recorded as approved unanimously.
Trustees also approved sending Municipal Judge Joel Barnaby to the Oklahoma Municipal Judges Association spring conference on April 23–24, 2026, at a cost not to exceed $600, which the minutes say fulfills continuing education requirements outlined in Oklahoma statute (11 O.S. §27-104). The minutes do not record a separate vote count for the travel authorization beyond the recorded unanimous approval.
