"MOTION WAS MADE BY ROBERT MORTON AND SECOND BY GARY CALLAHAN TO APPROVE THE REQUESTED SPECIAL EVENT PERMIT FOR UPWARD SPERRY TO HOLD THE 1ST ANNUAL GREASER'S EVENT ON JUNE 13, 2026," the minutes record. The minutes note the event "will possibly need to have the area streets blocked from 9 AM until 6 PM." No additional permit conditions or estimated attendance figures were recorded in the minutes.
