Board approves consulting contracts as Coastal Commission review continues for Valley modernization

The board approved a series of consulting agreements and contract amendments to support the Hermosa Valley modernization project and potential Coastal Commission permit requirements. Dr. Wilds told trustees the district wants to have consulting and surveying contracts in place in case the Coastal Commission requires additional documentation; "we don't wanna have to delay doing something, so we wanna go ahead and have this in our pocket ready to go," she said.

For the Valley project the board approved a not‑to‑exceed consulting agreement to prepare materials for the Coastal Commission. Trustees pressed staff about jurisdictional questions; staff clarified that only a small portion of the Valley campus (the sand dune area) falls within Coastal Commission jurisdiction and that View is not fully within the Commission area. The board also approved a DMC Engineering addendum for additional underground utilities and topographic surveying. An expert present explained the addendum focuses on locating plumbing and electrical utilities now, and future work with architects could explore alternative energy systems such as geothermal or solar.

During discussion a trustee voiced frustration with the Coastal Commission process, calling it "maddening" and questioning the cost: "They are costing us how much money? $60,000?" Trustees and staff agreed to proceed with the necessary documentation to avoid project delays while acknowledging the added expense. Staff recommended approval of the amendments and the board voted to adopt them.
