The Rules, Enactments and Intergovernmental Relations Committee voted to create one Fiscal Manager (Grade 15) and one Contract Coordinator (Grade 14) after Legislator Kathy Stegenga moved to approve the request and Matthew Turnbull seconded. The committee recorded the positions as included in the 2026 Operating Budget and carried the motion "All in favor."
Stacy A. Butler, Deputy Commissioner of Planning, told the committee the department manages a large and complex portfolio of grants and that staff currently perform multiple duties related to grants administration. "The Planning Department has a large portfolio of grants that are very complex, especially the transit grants," Butler said, explaining the rationale for the new positions. The committee did not attach additional conditions to the hires; the positions are funded in the adopted operating budget for 2026.
