Larry Gates, Utility Director for the City of Prairie du Chien, presented the 2025 Compliance Maintenance Annual Report (CMAR) for the Bloomington Wastewater Treatment Facility and reported A grades across influent, BOD, suspended solids, effluent and the collection system. The only reportable issue was use of a bypass trash pump during heavy rainfall in July 2025 when inflow and infiltration exceeded pump capacity.
Gates praised Director Leitzinger and operators for operational improvements — including an energy audit, alum addition for phosphorus control, diffuser replacements and blower work — that improved plant efficiency. The board voted to approve the CMAR for submission to the Wisconsin DNR.
