The Clerk presented Ordinance No. 2026-05 to formally establish the Deputy Clerk/Treasurer position in Village code. The Board approved the ordinance by unanimous vote. The Clerk noted there is no statutory requirement to bond the deputy position but the Village carries $50,000 in employee theft coverage through Tricor; the Board asked the Clerk to request bond-cost information from Tricor to consider adding coverage for the Deputy Clerk/Treasurer.
The Board also approved a formal ACH, electronic payments and internal controls policy to document current practice and incorporate the Deputy Clerk/Treasurer role for audit purposes. Separately, the Board updated the procurement and purchasing policy (Resolution No. 2026-05) to authorize the Clerk/Treasurer, Director of Public Works, and Chief of Police to make routine purchases within their approved budgets while reserving board approval for large capital projects. Trustees said the changes aim to improve operational efficiency and reduce unnecessary repetitive agenda items.
