Board upholds requirement to televise sewer crossings for TDS fiber permit

Mark Digman reported TDS agreed with most permit review comments but objected to a pre‑ and post‑televising requirement for sanitary sewer crossings, proposing potholing laterals as an alternative. Digman said televising is necessary to verify directional drilling did not damage sewer mains, citing a history of utility conflicts. Attorney Ben Wood advised the village ordinance supports requiring televising as a permit condition.
The board affirmed keeping televising as a permit requirement. Digman noted many of TDS’s original plans showed utilities outside rights‑of‑way without easements and said TDS has partially addressed those issues in revised plans. The board also indicated review fees and attorney costs related to the TDS review should be billed to TDS rather than the village.
