Board OKs Delta 3 engineering contract, schedules public hearing on wastewater plant plan

Jordan Fure of Delta 3 Engineering told the Village Board the scope for a revised Phase 1 wastewater treatment facility plan now includes a blower upgrade, a new motor control center, a generator replacement with automatic transfer switch, a trash basket in the wet well (estimated under $25,000), sludge storage upgraded to remove facilities from the floodplain, and a SCADA and alarm system to enable remote monitoring of plant operations. Fure emphasized the lack of SCADA currently requires the operator to visit the plant to detect pump failures, power outages or overflow risks.

The estimated cost for the revised Phase 1 scope is about $1,390,000—near the $1.5 million threshold that would maximize Community Development Block Grant (CDBG) assistance. Fure said a CDBG award would cover 66% of costs up to $1,000,000 and that the remaining balance could be financed through a DNR Clean Water Fund loan, which could leave the Village with a net contribution of roughly $250,000. The Board voted to approve a $15,500 professional services contract with Delta 3 Engineering to prepare the facility plan and scheduled a public hearing for June 10, 2026 at 5:45 p.m. immediately before the regular board meeting.

The engineer recommended packaging work into Phase 1 and Phase 2 so future projects could be advanced without a new submission and suggested final clarifier rehabilitation be included as an alternate bid item. Board members directed staff to proceed with the contract and outreach leading to the June public hearing, where residents will be able to comment on the facility plan.
