Bloomington board authorizes survey for County Road A sewer main replacement

Village President Robert McLimans and consulting engineer Mark Digman said the County Road A sewer main shows signs of failure and that county road reconstruction presents an opportunity to replace the line. Digman presented a preliminary alignment and cost estimate that includes 8‑ or 10‑inch sanitary pipe, four manhole replacements, four laterals, rock excavation allowance, street repair on 1st Street and curb replacement. He said downsizing from 10‑inch to 8‑inch pipe could reduce costs by $10–$20 per foot.
The board voted to authorize a survey this fall so design can proceed over winter and align with the county’s construction schedule. Digman cautioned the board that federal wage‑rate requirements tied to state loan programs could add about 30% to project costs, and recommended evaluating whether financing benefits outweigh that premium. The motion to authorize the survey passed unanimously.
