Board directs Delta 3 oversight after TDS expands telecom extension plans
Summary

President Robert McLimans updated the board that TDS Telecom had significantly expanded the scope of its utility-extension proposal since its prior presentation. The revised plan now includes multiple permit packages (plans 4, 5 and 6) and extends throughout much of the village from the alley beyond First Street out to Fairground Road past the fairgrounds.
Director Leitzinger noted that TDS did not submit plans for work running parallel to and crossing village infrastructure along State Road 35, saying the company appeared to believe those submissions were unnecessary because the road is a state highway. McLimans summarized conditions Delta 3 Engineering communicated back to TDS, including a five-foot clearance requirement from sanitary manhole structures, hydrants and water valves; required burial depths; mandatory pre- and post-construction televised sanitary sewer inspections; and a three-week restoration timeline among seven total conditions.
The Board affirmed direction for Delta 3 and village staff to manage and monitor TDS's work and to enforce the listed conditions. No formal permit approvals were recorded at this meeting; the board emphasized continued engineering oversight before any construction proceeds.
