The State Board approved the Tennessee Department of Education's recommended cut scores for the new TCAP science assessments after staff described a content‑based standard‑setting process conducted with educator panels. David Laird, assistant commissioner for assessment, accountability and research, told the board panels met in Chattanooga and completed a three‑round process to recommend cut scores that the department will use to assign performance levels on the 2026 science assessments.
"We had 66 amazing science educators convene with us in Chattanooga," Laird said, describing the panels and the standard‑setting process. Board members asked why some score releases appear delayed; Laird explained districts receive initial scores in summer, but an additional validation window and a later accountability release (which applies a 50% enrollment rule) can mean full accountability reports are published in the fall. The board adopted the recommended cut scores by roll call, with eight ayes recorded.
