The facilities official told the board that units "go into alarm" and that the issue is operational: "It's going into alarm, so it's not functioning," the facilities speaker said, pressing that this is not merely a noise complaint but a functioning problem that must be resolved before closeout. Staff said they had conducted walkthroughs and engaged the manufacturer, that several units were tested with decibel readings within permissible New Jersey school ranges, but that some units continue to cycle and raise operational alarms. Project managers reported that combined punch-list items have been reduced from about 40 to roughly 10 and that they expect most items to be completed by the end of the summer, although window deliveries for some sites (Westover and Washington Street) are delayed until early September and mid–October respectively; those window projects are expected to take about 2–3 weeks once materials arrive. Staff emphasized prioritizing correct, safe repairs over rushing work to meet the start of school.
