Board adopts Border Coast Regional Airport Authority budget; director flags subsidy shortfalls

The Board of Supervisors approved the Border Coast Regional Airport Authority budget for fiscal year 2026-27, directed staff to present the adopted budget to joint-powers members, and approved a position list for wireless device stipends.
Director Rosenthal described the airport’s financial position and said subsidy payments and a grant-based subsidy model have created cash-flow challenges: "We're on a grant based system. So if we have 1 payment, we're out 3 to $400,000 now... So what we're gonna do to remedy that is we're gonna go from our alternate subsidy system that is grant based to paying from, actually having a bank and having funds." He told the board the terminal project has required legal and financial adjustments and that the authority has used a line of credit assisted by the county. Supervisors asked for clarification about county payments and timing; the board moved and adopted the budget by vote.
