"Recommended all of the bidders since they all have expertise to build these structures. Nate is completely comfortable awarding this bid to the lowest bidder Matthews Excavating with his bid of $181,325.00," the minutes record. The board voted to award the contract to Darryl Matthews Excavating and authorized signing the accepted proposal so the contractor could begin work the following day.
