Sam Weisgram, Office of Project Development, presented bid letting results from the April 1 and April 15 lettings. The Commission approved a range of awards, including a $3,750,258.53 pipe-work contract for PCN 06P3 (Pierre-area locations) and a $9,425,110.15 award to Bituminous Paving, Inc. for US385 slide repair in the Pennington County segment (US385 from 1.5 miles north of US16 to Pactola Dam). Commissioner Frick moved to approve a large asphalt-surface-treatment bid for the Sioux Falls area; motions to approve the listed bids carried by roll-call votes.
Chairman Austin Simons disclosed a potential conflict of interest for Item #11 of Attachment #6B related to the April 15 bid letting and temporarily recused himself from the discussion and vote on that item. Commissioner Larry Nelson moved to approve bid #11 with Simons recused; all present voted aye except Simons, who was recused. The Commission then returned to full participation and continued with further business.
