Commission lowers speed limit on SD Highway 115 in Lincoln County to 40 mph

The South Dakota Transportation Commission voted April 23 to reduce the speed limit on South Dakota Highway 115 in Lincoln County from 50 miles per hour to 40 miles per hour between a point 0.1 mile south of the intersection with Veterans Parkway and 85th Street in Sioux Falls. Karla Engle, Office of Legal Counsel, explained the proposed amendment and said "the purpose of the rule change is to enhance safety." The Commission adopted the amendment as RESOLUTION #2026–4.1 after no members of the public offered testimony either for or against the change.
Mayor Derick Wenck of Harrisburg filed a timely written comment supporting the change but suggested the department consider its use of the 50th-percentile speed methodology when recommending limits on other segments of Highway 115. Commissioner Don Roby moved to approve the rule amendment and Commissioner Larry Nelson seconded; all present voted aye on a roll-call vote. The rule will be published as an amendment to ARSD 70:01:02:44 and take effect per the administrative schedule.
