City finance staff presents Railyards EIFD annual report and legal reporting obligations

Sini Moccasini of the City of Sacramento finance department presented the Railyards EIFD annual report to the Railyards PFA and explained staff's recommendation to open the public hearing and to adopt the annual report and the FY 2026–27 revenue and expense budget.
Moccasini told the board that the annual reporting requirements mandated under the EIFD statute were included in the materials provided to board members and recommended that the board close the hearing with approval. "The annual reporting requirements mandated under the EIFD statute have been addressed," Moccasini said during the presentation.
The presentation preceded multiple public comments from residents and a union representative who objected to a recent map redraw and a proposed billboard-lease revenue arrangement cited during comment. After public comment the board approved the recommended actions.
