Railyards PFA adopts FY 2026–27 budget and 2025 EIFD annual report amid resident protests

The Railyards Public Planting Authority voted unanimously June 28 to adopt the Railyards EIFD 2025 annual report and the fiscal year 2026–27 revenue and expense budget after a public hearing that drew multiple residents urging changes to the district map and budget priorities.

Sini Moccasini of the city finance department presented the item, telling the board that staff recommended opening the public hearing and then approving the documents. "Staff is here to conduct a public hearing and upon conclusion, pass a motion adopting the fiscal year 2025–26 annual report for the Railyards EIFD, also adopting the fiscal year 26–27 revenue and expense budget," Moccasini said.

During public comment, residents raised consistent concerns about a recently redrawn EIFD boundary and a proposed long-term lease of billboard revenue. Nancy Williams told the board residents were being excluded from the district: "we are against the 120,000,000 30 year lease giveaway of billboard revenue." Union representative Sonia Carabell urged restoring the Wong Center and the AJ to the district and demanded more affordable housing and protections for tenants.

Chair Pluckibaugh called for a motion to adopt the budget; the board moved and seconded the motion and approved it unanimously. The board later took a separate motion to adopt the annual report, which passed unanimously as well.

Board members did not record individual roll-call votes in the public hearing transcript; staff said the annual reporting requirements under the EIFD statute have been addressed in the submitted annual report.
